Attention paid to the formulation of paint and pigment industry standards

The current policy is strictly controlled, and the country vigorously promotes environmental protection and multi-functional products. In recent years, the state has made a major effort to control environmental pollution, with policies and regulations favoring environmentally friendly coatings and functional products such as water-based coatings and powder coatings.

1. Release of national standards

On December 13, the General Administration of Quality Supervision, Inspection, and Quarantine of the People's Republic of China (AQSIQ) and the National Standards Commission issued the National Standards Announcement of the People's Republic of China (No. 23, 2016) approving the issuance of 292 national standards and 23 national standards in foreign languages, including the "New Smart City Evaluation Index". The national standards GB/T33299-2016 "Color Mixers for Paints" and GB/T33327-2016 "Evaluation of Storage Stability of Ultraviolet Curing Coatings" will be implemented on July 1, 2017.

The National Standards Commission issued a national standard formulation and revision plan

The state encourages the development of group standards, and the group standard "High Solid Solvent Based Coatings for Automotive" is released

With the release of the group standard T/CNCIA01001-2016 "High Solid Solvent Based Coatings for Automotive Applications" of the China Paint Industry Association on December 28, 2016, it marked a substantial step forward in the formulation of the group standard for the paint industry. On March 1, 2016, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) and the National Standards Commission issued a notice on the Guiding Opinions on Fostering and Developing Group Standards. The proposal to cultivate and develop group standards is an important measure to give play to the decisive role of the market in the allocation of standardized resources and accelerate the construction of a new national standard system. At the same time, it is necessary to implement the requirements of the State Council's "Deepening the Reform Plan for Standardization Work" to promote the healthy and orderly development of group standardization work.

The National Standards Commission issued a project plan for the foreign language version of national standards

On August 26, the National Standards Commission issued the Notice of the National Standards Commission Comprehensive Document [2016] No. 56 on the "2016 Project Plan for the Foreign-language Version of National Standards", which issued 64 projects for the Foreign-language Version of National Standards in 2016, mainly involving international trade, economic and technological cooperation, overseas projects, and supporting the "going global" of Chinese standards. The standard "Fire Retardant Coatings for Steel Structures" is required to be translated by the Sichuan Fire Protection Research Institute of the Ministry of Public Security.

5. The National Standards Commission solicits conclusions and opinions on the integration and simplification of mandatory standards

On September 23, the Office of the Interministerial Joint Conference on Standardization Coordination and Promotion of the State Council issued the "Notice of the National Standards Commission on Seeking Concluding Opinions on the Integration and Simplification of the 3487 Mandatory Standards in the Third Batch". The Ministry of Public Security is responsible for revising GB12441-2005 "Decorative Fireproof Coatings" and GB14907-2002 "Fireproof Coatings for Steel Structures", while GB28374-2012 "Fireproof Coatings for Cables" and GB28375-2012 "Fireproof Coatings for Concrete Structures" continue to be effective. The Ministry of Public Security continues to implement the revision of "Fireproof Coatings for Steel Structures" and "Decorative Fireproof Coatings", The formulation of "Emission and Measurement Methods of Pollutants in the Paint and Coating Industry" is continued to be implemented by the Ministry of Environmental Protection. The "Guidelines for the Implementation of Work Safety Standardization in Paint Production Enterprises" (AQ3040-2010) is integrated into a mandatory national standard by the State Administration of Work Safety and the "General Specification for Safety Standardization in Hazardous Chemical Industry Entities" (AQ3013-2008), and the "Technical Specification for Occupational Health in Paint Production Enterprises" (AQ4254-2015) The exceptions to the "Safety Technical Regulations for Paint Production Enterprises" (AQ5204-2008) and the "General Requirements for the Safety of the Use of Paints and Excipient Materials" (AQ5216-2013) are still valid, and the "Emission Standard for Volatile Organic Compounds in Surface Coating (Automobile Manufacturing Industry)" (DB44/816-2010) is still valid, and the exceptions are made by the People's Government of Guangdong Province.
