1、 General Requirements for the Reform of the Ecological Civilization System

（1） Guiding ideology for the reform of the ecological civilization system. Fully implement the spirit of the 18th National Congress of the Communist Party of China and the Second, Third, and Fourth Plenary Sessions of the 18th Central Committee of the Communist Party of China, guided by theory, the important thought of "Three Represents", and the Scientific Outlook on Development, thoroughly implement the spirit of the series of important speeches by the General Secretary, adhere to the basic national policies of saving resources and protecting the environment in accordance with the decisions and arrangements of the Party and the State Council, and adhere to the principles of giving priority to conservation, protection, and natural recovery, Based on the basic national conditions and new phased characteristics of China's primary stage of socialism, with the goal of building a beautiful China, with the correct handling of the relationship between human beings and nature as the core, and with the guidance of solving prominent issues in the field of ecological environment, we will ensure national ecological security, improve environmental quality, improve resource utilization efficiency, and promote the formation of a new pattern of modernization construction in which human beings and nature develop in harmony.

（2） The concept of ecological civilization system reform

Establish the concept of respecting, conforming to, and protecting nature. The construction of ecological civilization not only affects the sustained and healthy development of the economy, but also relates to political and social construction. It must be placed in a prominent position and integrated into all aspects and processes of economic, political, cultural, and social construction.

Establish the concept of integrating development and protection, adhere to the strategic idea that development is the absolute principle, and development must be green, circular, and low-carbon. Balance the relationship between development and protection, control the intensity of development according to the main functional positioning, adjust the spatial structure, and leave a beautiful home of blue sky, green land, and clean water for future generations, realizing the internal unity and mutual promotion of development and protection.

Establish the concept that green water and green mountains are golden mountains and silver mountains. Fresh air, clean water, beautiful mountains and rivers, fertile land, and biodiversity are essential ecological environments for human survival. Adhere to development as a top priority, and protect natural ecosystems such as forests, grasslands, rivers, lakes, wetlands, and oceans.

Establish the concept of natural value and natural capital. Natural ecology is valuable, and protecting nature is the process of increasing natural value and natural capital. It is the process of protecting and developing productive forces, which should receive reasonable returns and economic compensation.

Establish the concept of spatial balance, grasp the balance point of population, economy, resources and environment, and promote development. The population size, industrial structure, and growth rate should not exceed the local water and soil resources carrying capacity and environmental capacity.

Establish the concept that mountains, rivers, forests, fields, and lakes are a community of life. According to the integrity, systematicness, and internal laws of the ecosystem, comprehensively consider various elements of natural ecology, including mountains, mountains, underground, land, oceans, and upstream and downstream of the watershed, conduct overall protection, systematic restoration, and comprehensive management, enhance the recycling capacity of the ecosystem, and maintain ecological balance.

（3） Principles for the reform of the ecological civilization system

Adhere to the correct direction of reform, improve the market mechanism, better play the leading and regulatory role of the government, give full play to the enthusiasm and self-discipline of enterprises, and give play to the participation and supervision role of social organizations and the public.

Adhere to the public nature of natural resource assets, innovate the property rights system, implement ownership, distinguish between the rights of natural resource asset owners and managers, reasonably divide local authorities and regulatory responsibilities, and ensure that all people share the benefits of natural resource assets owned by the whole people.

Adhere to the unity of urban and rural environmental governance systems, continue to strengthen urban environmental protection and industrial pollution prevention, increase the coverage of ecological environmental protection work in rural areas, establish and improve rural environmental governance systems and mechanisms, and increase investment in the construction of rural pollution prevention facilities and funds.

Adhering to the combination of incentives and constraints requires not only forming a benefit oriented mechanism to support green development, circular development, and low-carbon development, but also adhering to strict prevention at the source, strict management of the process, strict punishment of damage, and accountability, forming effective constraints on various market entities, and gradually achieving marketization, rule of law, and institutionalization.

Adhering to the combination of proactive action and international cooperation, and strengthening ecological and environmental protection is our conscious behavior. At the same time, we should deepen international exchanges and practical cooperation, fully draw on the beneficial experience of international advanced technology and institutional mechanism construction, actively participate in global environmental governance, and assume and fulfill international responsibilities that are compatible with major developing countries.

Adhere to the combination of encouraging pilot projects to take the lead and overall coordinated progress, and under the unified deployment of the Party and the State Council, promote the process from easy to difficult, step by step, and promote each project as it matures. We will support all regions to boldly explore and experiment in accordance with the basic direction determined by this plan, adapting measures to local conditions.

（4） The goal of ecological civilization system reform. By 2020, we will establish a clear property right system consisting of eight systems, namely, natural resource asset property rights system, land space development and protection system, spatial planning system, total resource management and comprehensive conservation system, paid use of resources and ecological compensation system, environmental governance system, environmental governance and ecological protection market system, ecological civilization performance evaluation and accountability system, with equal emphasis on incentives and constraints A systematic and complete ecological civilization system will be established to modernize the national governance system and capacity in the field of ecological civilization, and strive to move towards a new era of socialist ecological civilization.

Establish a natural resource asset property rights system with clear ownership, clear rights and responsibilities, and effective supervision, and strive to address issues such as inadequate ownership of natural resources and unclear ownership boundaries.

Establish a land space development and protection system based on spatial planning and mainly through use control, focusing on solving problems such as excessive occupation of high-quality farmland and ecological space, ecological damage, and environmental pollution caused by disorderly development, excessive development, and decentralized development.

Build a unified, interconnected, and hierarchical spatial planning system with spatial governance and spatial structure optimization as the main content, focusing on resolving overlapping and conflicting spatial planning, overlapping departmental responsibilities, and changing local planning.

We will establish a comprehensive, scientific, standardized, and strictly managed total resource management and comprehensive conservation system to address the serious waste and inefficient use of resources.

We will establish a system of paid use of resources and ecological compensation that reflects market supply and demand and resource scarcity, reflects natural value and intergenerational compensation, and address issues such as low prices for natural resources and their products, lower production and development costs than social costs, and unreasonable returns for ecological protection.

Build an environmental governance system oriented towards improving environmental quality, with unified supervision, strict law enforcement, and multi-participation, and strive to address issues such as weak pollution prevention and control capabilities, overlapping regulatory functions, inconsistent powers and responsibilities, and low illegal costs.

Build a market system that uses more economic leverage for environmental governance and ecological protection, and focus on solving the problems of lagging development of market entities and market systems, and low social participation.

Establish an ecological civilization performance evaluation and accountability system that fully reflects resource consumption, environmental damage, and ecological benefits, and strive to address issues such as incomplete development performance evaluation, inadequate accountability, and lack of accountability for damage.
